Enforcement Team members include the Chiefs from the Northfield, Faribault, Morristown, and Lonsdale Police Departments; the Rice County Sheriff; the Rice County Attorney; and additional representatives from the Rice County Sheriff’s Office, Rice County Attorney’s Office, and Rice County Community Corrections. Representatives of local schools also participate: ArTech, Bethlehem Academy, Discovery School, Faribault Public Schools, Northfield Public Schools and ALC. Accomplishments and current projects include the following:
- Work on policies and statutes related to the sale of alcohol to minors.
- In partnership with South Central College, established local trainers and monthly classes for alcohol license holders, servers and sellers using the State of Minnesota approved training curriculum.
- Conduct compliance checks of businesses that sell or serve alcohol in order to assure appropriate alcohol sales.
- Developed recommendations for ordinances designed to minimize youth access to alcohol including a county ordinances that has been adopted.
- Implemented a grant focused on enforcement of underage drinking laws and identifying adult providers of alcohol to minors – Rice County ZAP (Zero Alcohol Providers); secured funding to continue after the grant; officer training and call out procedures completed; additional training held in April 2008
- Partnering with schools and community agencies to create a locally-focused DVD for parents and community members about youth substance use
- Implementing parent education campaigns in cooperation with local law enforcement agencies, the Rice County Attorney’s Office and other groups; campaigns focus on preventing substance use during prom/graduation times and over the summer
- Offer training to volunteer groups and civic organizations who sell alcohol for special events to help keep alcohol out of the hands of underage youth.
- Investigate other best practices in substance abuse prevention for implementation in Rice County with an emphasis on environmental strategies.
- Continue to expand Coalition membership with special emphasis on including members of ethnic communities, businesses and faith communities.
